At the registration site of the 6th Session of the 7th Shenzhen Committee of the Chinese People's Political Consultative Conference (CPPCC), Allen Yeung, a member of the Shenzhen CPPCC from Hong Kong and Chairman of the Hong Kong Chapter of the Greater Bay Area International Association of Information Technology, stated in an interview that 2026, as the first year of the 15th Five-Year Plan, deepening cooperation between Hong Kong and Shenzhen's two key platforms - Qianhai and Hetao - has become his core focus. He particularly emphasized the international alignment in the fields of big data and artificial intelligence (AI), aiming to realize the two-way empowerment of introducing advanced technologies and exporting innovative achievements through these two platforms.
Allen Yeung pointed out that Qianhai and Hetao, as the core carriers of Shenzhen-Hong Kong cooperation, have unique advantages in undertaking international innovative resources. His focus this year revolves around the "international alignment of big data and artificial intelligence". On the one hand, he hopes to introduce cutting-edge global AI large models and data resources through these two platforms to realize technological transformation and industrial landing in both Shenzhen and Hong Kong. On the other hand, relying on Hong Kong's status as an international hub, he aims to promote Shenzhen's local innovative achievements to enter the global market via Qianhai and Hetao, building an industrial ecosystem of "Shenzhen-Hong Kong synergy, radiating the Asia-Pacific".
"This is not only cooperation at the technical level, but also the in-depth integration of industrial chains, innovation chains and value chains," Allen Yeung stressed. As an important international economic and trade platform, the APEC meeting will provide an excellent showcase for the achievements of Shenzhen-Hong Kong cooperation, helping the Greater Bay Area seize the discourse power in the global AI and big data fields.
Existing Barriers: Institutional Connection and Factor Flow as Key Breakthrough Points
Talking about the current challenges in cooperation, Allen Yeung admitted that there are still multiple barriers to be addressed. At the institutional level, the alignment of rules between Shenzhen and Hong Kong is not yet fully smooth, which has become an important factor restricting the deepening of cooperation. In terms of customs clearance convenience, there is still room for improvement in the efficiency of cross-border flow of international talents in the Hetao Park. In the data field, there is a lack of mature paths for large-scale cross-border data flow and on-the-ground application, and the complementary sharing mechanism of computing power resources and power supply also needs to be further improved.
Medical Data Interconnection Launched First, Benefiting Citizens on Both Sides
Notably, Shenzhen and Hong Kong have achieved phased results in the field of data cooperation. The previous data interconnection signing ceremony held in Qianhai marked the entry of cross-border data sharing between the two places into a substantive promotion stage, among which the partial interconnection of medical data has become an important breakthrough in the livelihood field. Allen Yeung introduced that the electronic health records of citizens in Shenzhen and Hong Kong have now been partially shared, which means that there is no need for repeated inspections when seeking medical treatment across the border. This not only reduces medical costs but also improves the convenience of medical treatment, providing strong support for improving people's wellbeing on both sides.
However, he also stated that the existing achievements are only a starting point. In the future, it is necessary to achieve greater breakthroughs in the field of scientific research data, promote multi-dimensional and multi-sector data interconnection, and provide richer data sources for the research and development and industrial application of AI technology.
Promote Scientific Research Data Interconnection and Realize Seamless Talent Flow
Looking ahead to future cooperation, Allen Yeung clarified two core expectations: First, continue to make efforts in the field of scientific research data, break the current limitations of data sharing, realize cross-border data flow in more dimensions and wider sectors, and inject core impetus into the development of Shenzhen-Hong Kong AI industry. Second, accelerate the reform of customs clearance facilitation for international talents, realize "seamless customs clearance" between the two parks in Hetao, and enable global innovative talents to flow efficiently and cooperate in depth.
"The core of Shenzhen-Hong Kong cooperation lies in complementary advantages. The combination of Hong Kong's international advantages and Shenzhen's industrial innovation vitality will surely create a world-leading cooperation model in the fields of big data and artificial intelligence," Allen Yeung said. He will continue to put forward suggestions through CPPCC proposals and other means, promote institutional innovation and factor flow, and help Qianhai and Hetao become a model of Shenzhen-Hong Kong collaborative innovation and a world-class industrial cooperation platform.
